Introduction

India is witnessing a significant push in medical device manufacturing under the government’s Production Linked Incentive (PLI) scheme. As of March 2025, 21 approved projects have started manufacturing 54 unique medical devices, including critical equipment like MRI machines, CT scanners, dialyzers, and heart valves.

The PLI scheme, designed to strengthen domestic manufacturing and reduce import dependency, has attracted investments worth Rs 1.76 lakh crore across 14 sectors. According to Minister of State for Commerce and Industry, Jitin Prasada, this has resulted in over Rs 16.5 lakh crore in incremental production and sales, along with the creation of more than 12 lakh direct and indirect jobs.

The Impact of the Scheme is Evident in Several Key Sectors:

  • Electronics: Mobile phone production rose 146%, from Rs 2.13 lakh crore in 2020-21 to Rs 5.25 lakh crore in 2024-25. Exports surged by 775%, reaching Rs 2 lakh crore. Major players like Foxconn, Wistron, and Pegatron expanded their operations under the PLI initiative.
  • Pharmaceuticals: Sales under the scheme reached Rs 2.66 lakh crore, including Rs 1.70 lakh crore in exports. India shifted from being a net importer of bulk drugs to a net exporter, achieving a trade surplus of Rs 2,280 crore in FY25.
  • Medical Devices: The sector saw a boost in medical device manufacturing, with 21 PLI-supported projects producing advanced diagnostic and therapeutic equipment.

Incentives and Implementation Timeline

So far, the government has disbursed Rs 21,534 crore in incentives across 12 sectors, including:

  • IT hardware
  • Bulk drugs
  • White goods
  • Telecom and networking products
  • Specialty steel

Projects generally follow a 2–3 year implementation period, with incentives disbursed after the first year of production based on performance.

Monitoring and Review Mechanism

The PLI schemes are continuously monitored by the concerned ministries and an Empowered Group of Secretaries (EGOS) to ensure proper execution and measurable outcomes.
